GSA MAS required documents checklist

A complete MAS submission usually runs to twenty or more documents. Here is what to gather, in the order it is needed.

GSA's eOffer system flags only a few uploads with an asterisk, which leads many first-time applicants to think they are nearly done when they are not. The real list depends on what you sell and which SINs you choose. Use this checklist as a starting point, then let your analyst tailor it.

Section I: Administrative

  • Basic company information: legal name, TIN, UEI, and active SAM.gov registration
  • The SINs you plan to offer and the scope of your contract
  • Accounting system information
  • Two years of financial statements: balance sheet and profit and loss
  • An agent authorization letter, if a consultant will speak with GSA on your behalf
  • Completion of GSA's required online training for new offerors
  • Three to five (up to twenty) customer references with working contact details

Section II: Pricing and technical

  • Your commercial price list, or a market pricing tool if you have none
  • Discounting policies, including every standard and non-standard concession
  • Sample invoices that support your commercial or Most Favored Customer pricing
  • A defined economic price adjustment method for the out years
  • Corporate experience and quality-control narratives. For services, expect two projects per SIN (three for IT service SINs), with statements of work.
  • For hourly services: labor category descriptions, a professional compensation plan, the Service Contract Labor Standards matrix and related wage determinations, and one invoice per labor category

Section III: Product-specific and wrap-up

  • Letters of supply, if you resell rather than manufacture (see our letter of supply guide)
  • At least one UPC or manufacturer part number per SIN for resellers
  • AbilityOne screening for products, and how you will keep monitoring it
  • Trade Agreements Act monitoring information
  • Product images for the GSA Advantage! upload

Tip: start references and financial statements first. They depend on other people and take the longest. Everything else your analyst can draft in parallel.

Why the package trips people up

Two things cause most submission errors: mixing up mandatory sections with firm-specific ones, and missing a sub-section inside eOffer that only appears for your type of offering.
