Choosing a GSA MAS consultant
You do not have to hire one. If you do, hire the right kind.
Do you need a consultant?
Not required. GSA publishes free resources and webinars. But many firms find that the eOffer system, the twenty-plus document package, and pricing negotiation are worth handing to someone who does them every week.
The biggest mistake: hiring someone who is not a GSA specialist, such as a general CPA or attorney. They often struggle with the process, and the extra time and rework usually cost more than a specialist would have.
What to look for
- Volume and longevity. How many MAS contracts have they completed and for how long?
- Flat, published pricing rather than open-ended hourly billing.
- Negotiation experience. The pricing negotiation decides how much profit you keep.
- Post-award support. Modifications, IFF reporting, catalog upkeep, and marketing.
- Honesty about fit. A good consultant will tell you when the MAS is not right for you.
- References you can actually call.
Be cautious of anyone guaranteeing sales, promising an award date, or claiming a special relationship with GSA. Read more in our article on red flags.

The award is where the real work starts. You must stay compliant (report sales, keep pricing current), market to buyers, respond to RFQs on eBuy, and renew or modify as needed. We can help with each.
State and local sales
Certain SINs can be used by state and local governments through the Cooperative Purchasing and Disaster Recovery programs, and many states have programs that build on GSA awards. California's CMAS, for example, is designed so GSA holders can get a fast-tracked award, and Texas's TXMAS uses GSA pricing as a benchmark. Roughly twenty to thirty states have statutes that allow GSA use in some form. Ask us which apply in your area.
