What a contract vehicle is

Agencies, alone or together, create vehicles to assemble a pool of preferred vendors for a specific need. An agency often reserves a share of the vehicle's ceiling, frequently around a quarter, for small businesses. If you are on the vehicle, the competition for each task order is limited to the other awardees.

A MAS contract is itself an IDIQ, but it often serves as the launching pad. It gives you an approved pricing baseline and past performance that agencies want to see on larger vehicles.
