GSA eBuy: the RFQ board only schedule holders see
When a federal buyer wants quotes from vetted vendors, eBuy is where the request goes. Your MAS contract is the ticket in.
How eBuy works
eBuy is an online request-for-quote and request-for-proposal tool for federal buyers. A buyer describes what they need, attaches a statement of work if the requirement is complex, and sends the request to the schedule holders on the relevant SIN. Only holders of that SIN can see the posting. Other companies never know it exists.
Buyers use eBuy to get quotes on commercial products and services, to find sources, to request high-value or complex work, and even to set up Blanket Purchase Agreement pricing.
Why it is worth watching
- Smaller field. Requests are typically sent to a handful of vendors, and only some respond. In our experience, roughly one in three responders wins a given request, better odds than most open competitions.
- Small business friendly. Most eBuy purchases fall under the simplified acquisition threshold, the range where federal rules set work aside for small businesses.
- Pre-vetted competition. Because every recipient already passed GSA's review, buyers spend less time screening and more time comparing value.
- Steady volume. RFQ counts have climbed strongly over the years and remain a core channel for small vendors.
When activity peaks
The federal fiscal year ends September 30, and agencies rush to obligate funds before it does. July through September, the fourth quarter, is the busiest stretch on eBuy, with a large share of the year's requests posted in those months. If you want to catch that wave, your monitoring needs to be in place by early summer.

Read everything
Note the deadline, contract type, place of performance, and evaluation criteria. Quotes that ignore instructions are discarded quickly.
Decide fast
Deadlines are often short. A quick go/no-go saves effort for the requests you can win.
Price to your MAS terms
Quote at or below your awarded schedule rates. Extra discounts are allowed and welcome.
Show relevance
Reference similar work, and tailor the response to the buyer's stated needs, not a generic capabilities deck.
